NZ On Air has today published its direction for the next four years, in a Statement of Intent, and the plans for the coming financial year in the Statement of Performance Expectations 2026/27.

A refreshed strategic approach

NZ On Air has today published its direction for the next four years, in a Statement of Intent, and the plans for the coming financial year in the Statement of Performance Expectations 2026/27. These documents not only set out our direction, but also how

we will be accountable for achieving our objectives.

They are structured around a revised Strategic Framework, which aligns with the Government’s Amplify strategy for the arts and culture sectors. The coming year’s plans also take into account the 2% reduction to our baseline funding announced in Budget ’26.

What's new?

Our Strategic Framework underpins our programme of work. It lays out, at a high level, our areas of focus and what we aim to achieve. (More detail sits in our revised Investment Model which explains how we allocate funding.)

Our new Strategic Framework is based on five pillars of work. Mostly these pillars will feel familiar. For example Engage addresses the core work of creating content that can be found and enjoyed by audiences. And Inform addresses our work to provide insightful research and data that underpins our funding investments, and provides valuable information for content creators and platforms. Respond is about how we deliver funding, ensuring our systems and processes are fit for purpose.

Two pillars highlight two new or expanded areas of focus.

Enable pillar is about building the capability in the sectors we support. While we have always done this to a degree, we are now empowered by the Amplify strategy to lean into this more. Having a skilled workforce with the capacity to resource quality productions is integral to the creation cycle.

Elevate pillar is about recognising that global relationships, investment, distribution and acclaim is vital to growing financial sustainability of the local content creation sectors.

We remain ambitious and cautiously optimistic, but acknowledge that the screen, media and music industries are, along with much of the country, experiencing difficult times. We continue to be prudent with our admin budget to ensure as much of the Crown funding as possible reaches the industry

Latest published research

We have recently published the Public Awareness and Attitudes survey 2026. This ongoing research, conducted by Verian, monitors how much awareness the public has of NZ On Air’s work, and support for our work.

This year we introduced some new questions, around recency of engagement with local screen or music content, and whether consuming local content makes users feel more connected too New Zealand’s culture, people and environment.

Awareness remains high, at 85% and 79% agree NZ On Air funds local content that is important to New Zealanders. 84% watched or listened to local content in the prior month, and of those, 71% said they feel more connected to New Zealand as a result.
