NZ On Air commissioned a thinkpiece from analysts Russell Brown and Andrew Dubber seeking their perspectives on the changing broadcasting and media environment.  'We're All In This Together' provides helpful insights as NZ On Air considers future developments, and we hope its publication here will be useful to those also intrigued by the opportunities offered by new technology. Not all the writers' views are necessarily shared by NZ On Air but they are a cogent and thoughtful contribution to consideration of the issues.

Approaches to Measuring Quality in Broadcasting (August 2007) [PDF DOWNLOAD 79KB] 

In 2006 NZ On Air commissioned an extensive research project to examine approaches to measuring quality in broadcasting. The report details and compares measures used in a variety of OECD countries, and the resulting discussion and considerations are contained in the PDF you can download by clicking on the link above. Television Local Content Report 2006 (May 2007) [PDF DOWNLOAD 489KB]

The report looks at local content on New Zealand television, analysing data by the number of hours, programming genre, and channel. The Local Content research is prepared by NZ On Air, and has been carried out since NZ On Air was established in 1989. It is used by the TV Local Content Group as its basis for measurement.

Local content on the main channels has been relatively stable in recent years. As the broadcast market continues to expand, growth in local content is coming from new channels.

Gay and Lesbian Television Audiences Research Report (August 2006) [PDF DOWNLOAD 308KB]

Labett Research and Marketing was commissioned in May 2006 to conduct a study for NZ On Air. The objective of the study is to provide input to an over-all strategic review of current criteria for investment to meet television needs of the gay and lesbian television viewing audience.

The Future of Broadcasting Conference (August 2006) [PDF DOWNLOAD 85KB]

This conference in London at the end of June promised an opportunity to learn about what is happening at the cutting edge of European broadcasting, with particular emphasis on the digital developments that have occurred in recent years. NZ On Air was represented by Acting Chief Executive, Bernard Duncan, and this is his report.

A report prepared by the Internet media and market research company Nielsen//NetRatings for NZ On Air and others into behaviour and attitudes of New Zealand children and teenagers towards the Internet and technology.

Principles and Practices of European Funding Agencies and Broadcasters (August 2005) [PDF DOWNLOAD 257KB]

In 2005, NZ On Air commissioned a report on the screen funding mechanisms currently available in Europe to help inform the development of policies for NZ On Air's investment in television in New Zealand.

Public Broadcasting in the Digital Age: Issues for New Zealand (May 2005) [PDF DOWNLOAD 4MB]

This report, prepared for NZ On Air by Paul Norris and Brian Pauling, studies developments and trends in digital broadcasting internationally, and looks at the implications for New Zealand. It updates a report published in 2001, which is also available on this research page.

Report on the National Federation of Community Broadcasters Conference (April 2005) [PDF DOWNLOAD 126KB]

The American National Federation of Community Broadcasters has, for the past 30 years (since its inception) held annual conferences, at which issues facing community broadcasters are discussed. This year, the NZ On Air Deputy Chief Executive, Bernard Duncan, was in attendance at the 30th anniversary conference in Baltimore, Maryland, USA.

Attitudes to Television and Radio Comedy and Drama Programming (March 2005) [PDF DOWNLOAD 905KB]

This special focus group research project explored in depth, New Zealanders' attitudes to locally produced drama and comedy broadcast on New Zealand radio and television. The research was conducted towards the end of 2004.

Archiving Symposium Keynote Address - Sam Kula (November 2004) [PDF DOWNLOAD 6MB]

NZ On Air convened a lively Archiving Symposium in the first week of November, which was opened with a speech from the Minister of Broadcasting, Hon Steve Maharey.

Pacific Peoples' Attitudes Research (June 2004) [PDF DOWNLOAD 290KB]

This report pulls together data collected between 2001 and 2004 to identify the attitudes of Pacific Island New Zealanders toward local television and radio, and the work of NZ On Air.

Public Broadcasting: The Experience in 6 Countries (November 2003) [PDF DOWNLOAD 958KB]

This report updates research work commissioned by NZ On Air in 1999, and examines the broadcasting landscapes of six countries. It describes the policy environments in the six countries chosen and also explores broadcasting themes from philosophical, economic, programming and audience perspectives.

The research was undertaken for NZ On Air by Paul Norris, Brian Pauling, and Ruth Zanker of the New Zealand Broadcasting School, Christchurch Polytechnic Institute of Technology and Geoff Lealand of the Department of Screen and Media Studies at the University of Waikato.

Archiving Report [PDF DOWNLOAD 190KB]

NZ On Air funds the archiving of television and radio programmes to achieve its objectives under Section 36(d) of the Broadcasting Act 1989. In 2003 Roger Horrocks and Brian Pauling were commissioned by NZ On Air to provide a review of radio and television archiving in New Zealand.

Regional TV Research Report (August 2003) [PDF DOWNLOAD 606KB]

NZ On Air's mission is to reflect and develop New Zealand identity and culture by investing in a range of television programmes for broadcast on the free-to-air networks of New Zealand. Our policy has usually been to allocate funding to programmes that achieve a nation-wide audience. The Broadcasting Act requires that NZ On Air consider the potential size of the audience that will benefit from a programme being funded.

As part of a wide ranging research plan, NZ On Air conducts a regular public opinion monitor. There were some interesting findings from the 2002 public opinion monitor which relate to regional television. In response to these findings, NZ On Air commissioned Labett Research and Marketing Ltd to carry out research into regional television viewing.

ABA Conference 2003 (May 2003) [PDF DOWNLOAD 81KB]

The Australian Broadcasting Authority conducts a conference in Canberra each year. The meeting gives broadcasters and regulators an opportunity to discuss a wide range of broadcasting topics. NZ On Air was represented at this year's conference, on May 6 and 7 by Deputy Chief Executive, Bernard Duncan, whose conference report is available as a PDF below.

This report examines the ways in which new technologies may change the face of the New Zealand broadcasting environment. The research was undertaken for NZ On Air by Paul Norris and Brian Pauling of the New Zealand Broadcasting School, Christchurch Polytechnic Institute of Technology.

Special Interest Research (June 2001)

An extensive research project, looking at special interest television programming for ethnic minorities, people with disabilities and other groups. The research focused on television programming funded by NZ On Air.

The project included qualitative and quantitative research, and was undertaken for NZ On Air by NFO CM Research Limited.

Children and Young People's Attitudes (Sept 2000) [PDF DOWNLOAD 381KB]

Research into children's viewing preferences across a range of genres, looking at issues of gender, ethnicity, web use and commerciality in television programmes. The qualitative research involved over 60 children and young people aged between 6 and 18 years. It was undertaken for NZ On Air by Colmar Brunton.

Attitudes to NZOA-funded TV & Local Content (Jan 2000) [PDF DOWNLOAD 447KB]

This special focus group research project explored in depth New Zealanders' attitudes to local content and to NZ On Air-funded television programming. In particular, the research looked into people's attitudes to locally-made drama, comedy, children's programming and Maori mainstream programming. The research, undertaken for NZ On Air by Colmar Brunton, involved 67 participants in a focus group format.

Women's TV Viewing - Ratings Analysis (January 2000) [PDF DOWNLOAD 77KB]

A project designed to better understand the television viewing behaviour of New Zealand women. Undertaken by NZ On Air, the research used ratings data for 11 demographic groups to answer questions relating to women's television viewing behaviour, and compare them to those of men.
