NZ On Air's Principles and Criteria
This section details the key principles and criteria by which NZ On Air operates.
NZ On Air operates as an independent body. NZ On Air will not compromise its obligation to avoid political influence and will refrain from influencing the editorial content of programmes, as required under the Broadcasting Act.
In developing its funding policies within the requirements of the Broadcasting Act 1989, NZ On Air uses six principles:
- NZ On Air will allocate funding so that programmes and broadcasts that wouldn't otherwise be made in a commercial market can be produced. Such programmes generally fall into being high-cost and high-risk categories, or appeal to minority interests or sectors within the community.
- NZ On Air funding is a subsidy, not a grant, and a share of income from subsequent exploitation is expected.
- NZ On Air will develop and implement its policies and initiatives in consultation with key stakeholders - including the Government, broadcasters and the production industry.
- NZ On Air will operate in a flexible, consistent and fair manner.
- NZ On Air supports production and creative teams that have demonstrated their ability to deliver, and recognises that these both form the backbone of a successful industry. At the same time, opportunities for new talents to emerge and grow are encouraged.
- NZ On Air expects to deliver the best value for public funding, and will ensure appropriate measures are in place to assess funding applications, to check the financial viability of funding recipients and to monitor the course of production.
