
Welcome to our December 2011 newsletter, the last for the year. Our thoughts go out to those, particularly in Christchurch, marking Christmas having lost a loved one this year. But this has also been a year with things to celebrate, some of which I would like to highlight in keeping with the festive season.
We applaud the ongoing dedication by broadcasters and programme makers in ensuring our stories are recorded and communicated. While we occasionally squabble about ideas, commissions, budgets, scheduling, and various other coalface matters, the most important thing is that we all care deeply about what we do. The rise and rise of audience approval of all types of local content is a tribute to everyone who fights for range, diversity, quality and a meaningful quantity of our own stories on air. So thank you from all of us at NZ On Air.
The extension of some important but lower profile services, achieved despite a tight fiscal environment is also cause to celebrate. The rollout of a new community access radio station for the people of Taranaki, the launch of a pilot audio description service for vision-impaired TVNZ audiences (ahead of many other countries), increased captioned hours for Deaf and hearing-impaired viewers, the increase of New Zealand-composed fine music on Radio New Zealand Concert courtesy of an innovative partnership with Sounz: all these projects have come past our desk looking to serve very different New Zealand audience needs.
And there was more good news on the music front as we successfully rolled out the MakingTracks funding scheme. The five completely different funding panels involved so far have done us proud with their enthusiasm, commitment, and passionate support for good New Zealand music. We've backed 163 projects to date. By my calculations so far, probably more than 60 artists have received funding support who wouldn't have qualified under the old funding scheme. This new focus on music diversity will greatly increase the range of audience tastes we can aim to satisfy.
NZ On Screen marked its third birthday last month and this innovative website continues to go from strength to strength. By the end of the financial year there'll be more than 2,000 titles celebrating a huge range of different screen content down the years, in an informed context that encourages its audience to explore freely. It's been wonderful to watch NZ On Screen grow and be embraced - and we look forward to new project director Clarion (CJ) Wells taking the site and its talented team to even greater heights.
And of course there are the hundreds of hours of great New Zealand television that we've supported this year so New Zealand audiences can relish a pot pourri of different genres, faces and perspectives. We know it's not easy out there yet we continue to be spoiled for choice. As usual there are funding decisions included in this bulletin. We're pleased to support the successful ones and we commiserate with those who were unsuccessful this time. There's not much money left in the pot now so please do talk to the relevant NZ On Air manager, if you have a great idea, so we can work out the best timing.

Last, but absolutely by no means least, we welcome the Hon. Craig Foss who's just been announced as the new Minister of Broadcasting. We've already placed on record our thanks to outgoing minister, the Hon. Jonathan Coleman, for his active support of us and our work over the past three years, and we look forward to working with Minister Foss. New Zealand music content on commercial radio in the last complete quarter (the three months to 30 September 2011) was 18.16%. It was a disappointing quarter. The 18.16% in September compares with 19.38% in the June quarter and 19.66% in the March quarter. The 2011 year-to-date figure at 30 September is 19.10%. Only one of the four radio formats achieved target in the September quarter - Rock radio was 23.05% (compared with the 22% target for the format) but Pop was 11.87% (target 16%), Urban was 15.77% (target 18%), and Adult Contemporary was 14.23% (target 18%).
We announced the results of our fourth Making Tracks funding round on 28 October and our fifth round on 30 November. We are now half way through the first Making Tracks year and at the half way mark, we have taken in 610 applications and made 163 grants. At this stage, 84 of those 163 grants are for songs for mainstream broadcast platforms and 79 are for alternative broadcast platforms. That is a 52:48 ratio. Our target is 60:40 by (30 June) year end.

The October and November funding lists illustrate the diversity that is at the heart of the NZ On Air New Zealand music reforms with a mix of the familiar - like Gin Wigmore, David Dallas, Six60 (pictured), Dane Rumble and The Bats - and first-timers - like Two Cartoons, Opossum, Golden Axe, Sleepy Age and Badd Energy.

GLASS VAULTS A Wellington group making beautiful and haunting post-ambient glacial pop sounds. They have been building a buzz in New Zealand, and around the international music blogosphere, with their two released eps so far - Glass (2010) and Into Clear (2011). Glass Vaults have received two MakingTracks grants since the scheme was launched in July. JANINE & THE MIXTAPE (Pictured). Janine Foster has a love for basketball, movies, graffiti, painting, skateboarding, mixtapes… and making fresh beat and synth-based edgy pop music. Janine won the 2010 Auckland University Songwriter of the Year, and is set to release some of her new music in 2012, including the song Dark Mind funded under the MakingTracks scheme.

Of the 21 awards presented at the NZ Music Awards on 03 November, 17 (80%) went to NZ On Air-funded records and artists. Our congratulations to all the winners but especially to The Naked & Famous and Brooke Fraser (pictured) for multiple Tuis and to Stan Walker for winning the NZ On Air Radio Airplay Award with Choose You and Joel Kefali from Special Problems for winning the NZ On Air Best Music Video award for The Naked & Famous' Punching In A Dream.

Projects that we have been involved with in Australia have been getting good results. The Avalanche City song, Love Love Love, reached #50 on the TMN Hot 100 All Airplay charts and has now sold Gold (35,000 copies); Kimbra's song, Good Intent, peaked at #3 on the TMN Alternative Airplay Charts and her debut album, Vows, has now been certified Gold in Australia; and the band Six60 has sold out shows in Perth, Melbourne and Sydney.
At the ARIA Awards on 27 November (the Australian equivalent of the NZ Music Awards), Kimbra picked up the Best Female Artist award for her song Cameo Lover and shared in two other ARIA awards for her collaboration with Melbourne artist, Gotye, on the #1 song Somebody That I Used To Know. Kimbra is a "graduate" of NZ On Air's old New Recording Artist Scheme in 2005.

And speaking of The Naked & Famous (pictured)… Young Blood is currently the #1 most-played song on the legendary and influential LA radio station, KROQ, and the NZ On Air part-funded Special Problems video for the song is closing in on 10 million You Tube views.

The NZ On Air music team is losing one of its own... Mike McClung who has been with the NZ On Air music team, initially doing the international New Zealand music promotion job and latterly doing broadcast promotions at commercial radio and music television here in New Zealand, is leaving us to go back to radio. Mike will be taking over the reins at TRN's heritage radio network, Radio Hauraki, from the middle of January. Mike has been with NZ On Air for five years. He came to us from doing the radio promotions job at EMI New Zealand and before that, he worked for TRN's ZM radio network, The Breeze in Auckland and Lakes 96FM in Rotorua in his early days in radio. He has been a vital and valuable part of the NZ On Air music team and we are going to miss him and his music and radio smarts a great deal. We are consoled only by the thought of great Kiwi content on Hauraki into the future! All the best, Mike, and thank you for what you have done for us over the last five years. |

The Community Broadcasting Association of Australia (CBAA) met in November and Community Broadcasting Manager Keith Collins attended for the first time. Many of the issues discussed at the three day conference were familiar to the New Zealand community broadcasting sector.
What was very different was the sheer size of the "Third Sector" in Australia (community broadcasting is third after public broadcasting and commercial broadcasting). NZ On Air funds the Pacific Media Network, Samoa Capital radio, 12 community access radio stations, Radio for the Print Disabled and programmes on around ten regional television stations. By contrast, more than 350 stations belong to the CBAA. The majority were represented at the conference. The group included indigenous broadcasters, multi-ethnic, Christian, youth, local community interest, and minority music stations. There are also a handful of regional television stations in the CBAA membership.
Australian community broadcasters appear to be well down the track with new technologies, with well-developed satellite and online content distribution systems. 37 community radio stations in capital cities are now broadcasting digital radio in addition to their usual analogue services.
All in all the conference was a fascinating glimpse across the Tasman. Keith came away feeling positive about the achievements of our own community broadcasters and reassured that our levels of funding per station compare very favourably with the Australian situation.
The Board approved funding for two spiritual programmes for commercial radio - the return of the Christian Broadcasting Association's Christmas broadcast on Newstalk ZB, and a brand new multi-faith panel show on Radio Live. Christmas 2011 will broadcast for six hours on Christmas Eve and 6am to 6pm on Christmas Day with the usual mix of guest presenters and lots of input from members of the public. Preaching To The Converted is a half hour panel show with a light-hearted feel asking panellists from different religious backgrounds to comment on current affairs. Funding has been granted for a pilot series of 12 episodes.
Once again the December meeting proved to be busy with more than 30 applications considered for the Contestable and Platinum funds. More than $14m of funding was approved for 126 hours of content.
Drama
Two drama projects were supported including the new 13 hour drama series, Blue Rose, for TV3. This project comes from the red hot pen of Rachel Lang and promises to be a fresh and engaging primetime series. The second project is feature film Mt Zion from Quinton Hita and Tearepa Kahi that is being produced with support from NZFC and Te Māngai Pāho, and will screen on Māori Television.

Comedy Three comedy projects were supported for TV3 including Comedy Festival Bonanza that will see several programmes emanate from the 2012 International Comedy Festival including coverage of the traditional opening gala. A second series of Madeleine Sami's award winning Super City has also been supported along with new comedy series, The Wilde Bunch.

Documentary/Factual Two documentary programmes were approved at this meeting including a second series of Global Radar for TV One that will once again see Te Radar (pictured) investigate sustainability and environmental issues that impact on New Zealanders. A new series Family Report was supported for TV3 that will be made by The Gibson Group.

Arts/Culture
New 7 part series Behind the Brush was supported for Māori Television and will profile the work of Gottfried Lindauer as well as revealing the stories of the subjects of his well known portraits. This series is being produced in conjunction with Te Māngai Pāho.
This meeting saw current affairs programmes Q+A and The Nation receive support for 2012. Both series play an important role in the discourse around political and current events within New Zealand and 2012 will no doubt present a wide range of subject material for them to canvass.
We are now halfway through the financial year and unsurprisingly the majority of our funding has already been committed to programmes that will screen throughout next year. The meeting in March and June will not have much capacity to consider significant new projects, with remaining funds generally prioritized for returning and planned programmes.
Thank you for your co-operation with our move to the electronic submission of applications. Receiving funding applications by email was successful from our perspective and we hope it made life easier for applicants too.
This process will continue in 2012. After processing the papers are uploaded to a secure Board portal.
Producers and broadcasters are reminded that both the target audience rating and proposed broadcast rights must be supplied for each application. This information forms an important part of the assessment process. If this information is not received it may affect the consideration of the application.
Applications for the March 2012 meeting should be emailed to us in as many documents as is required. We prefer to receive the application coversheet, budget, budget summary sheet and proposal as separate documents. These must be suitably named so we can identify them. If you would like to submit audio visual material with your application ideally we would like to receive it as a link to a webhost (such as Vimeo or Youtube). Alternatively you can post or courier 8 copies of a DVD to us.
When designing documents please bear in mind they will be read on iPads or PCs. Please also ensure you are applying with the latest version of the relevant funding coversheet - available here on our website.

Producers please:
Check the requirements of each segment of the drawdown schedule in your contract when you are ready to invoice and provide any items that are listed. We should not have to chase you for the drawdown deliverables and we will not pay invoices without them.
Check to ensure that your invoice number has not already been used. We can only discover a double-up at the final stage of our invoice processing system which can mean that your invoice has to be held over for payment in the following week.
Check cost reports for accuracy before sending to NZ On Air. Inaccurate reports mean extra work for both parties which will likely delay the payment of an invoice.

Congratulations to filmmaker Leanne Pooley who was recently the recipient of one of this year's Arts Foundation Laureate Award. The Laureate Awards are presented to five artists annually. Each recipient receives $50,000 in recognition of their achievement and as a challenge for them to continue working at high levels.

We've been asked to draw your attention to a survey being conducted by Ministry of Culture and Heritage asking individuals working in the screen industry to have their say about professional development. The survey has resulted from a recommendation in the Peter Jackson/David Court review of the NZ Film Commission that professional development in film, television and new media needs to be managed by an independent body funded by an industry levy. The survey closes on 21 December. If you'd like to take part it should take you no more than ten minutes and you can do so here.

We would like to extend our condolences to the family of Phillip Cottrell and to his colleagues and friends at Radio New Zealand. Mr Cottrell was well liked and a well regarded journalist. All of us at NZ On Air are deeply shocked at this senseless crime.
