Having never watched so much rugby in my entire life (and having never enjoyed so much shouting at the TV), it's recently been a stretch to keep other programming at front of mind. Fortunately we've not been short of good applications nor, indeed, good on-screen results.
On-screen in August and September, with stellar performances, were four Platinum fund dramas: Billy, Tangiwai, Bliss and Rage. I've been involved in commissioning or funding one-off dramas, on and off, for over twenty years now. In my view, this batch as a whole showed the most consistent high quality and successful audience outcomes ever for a group of local one-off dramas. Our congratulations go to the very talented production teams (brought together by Comedia, Lippy Pictures, MF Films and Tom Scott Productions), and to the devoted commissioners at TVNZ, for nurturing these projects through development and production to become embraced by the audience.
Still on the drama front, Underbelly NZ: Land Of The Long Green Cloud was as tautly plotted, expertly acted, and stylishly shot as its Australian peers - and on a NZ budget. All this, plus the success of three prime time series on three different channels this year, itself no mean feat, really shows that drama makers are on a roll. NZ On Air remains proud to help ensure that our own stories are well-told on screen.
As usual, this newsletter includes the results of the latest funding round. For television we considered applications for children's, arts/culture and special interest programmes. Each year we set aside the October funding round especially for these programmes to ensure we - and the broadcasters - pay adequate attention to an important category of programming. We again received more applications than we could fund but are pleased to invest over $33 million for a very wide variety of programmes to screen in 2012.
Special interest programming highlights include a brand new series for TV One made by Satellite Media, who was the successful applicant from our RFP for a new community diversity series.
We are also very pleased with the ongoing commitment by the networks to support programming for children and young people. We've invested over $14 million in both new and returning children's programmes to feature in the 2012 schedules. See our press release here.
Through the Community Broadcasting patch, we've approved in principle the first two Regional TV DSO Assistance grants, to Mainland TV in Nelson and to Channel North in Whangarei. The next round for these applications is in March 2012 (deadline 27 January).
In our music work, we've published the results of the first three rounds of the MakingTracks funding scheme, and are now donkey deep in the fourth. We've been really pleased with the diverse results, with the way the selection panels are working, and with the efficient processing of what is now a fast-turnaround activity. The expert industry panelists who give us fabulous commitment - and the hard-working NZ On Air music staffers supporting them - need to take a bow. Since July, we've funded 98 recording and/or video projects from nearly 400 applications.

And I can't finish without hailing the great work of the NZ On Screen team in the Real New Zealand Festival around the Rugby World Cup. The two container installations on the Auckland and Wellington waterfronts, along with the styly retro caravan wending its way around the South Island, have been a wonderful showcase for New Zealand screen culture. The indefatigable Brenda Leeuwenberg is moving on after four years with the project and we owe her a considerable debt of gratitude for the painless development and launch of the complex and highly successful greenfields project that is NZ On Screen. In August Ross McRobie became the latest appointment to the NZ On Air Board, on the retirement of the redoubtable Murray Shaw. Ross will be familiar to South Islanders, in particular, as a former Radio Network executive. He is currently a business owner and company director based in Wanaka and brings a diverse range of skills to the Board table. We're pleased to report he survived the first Board meeting very well, made an excellent contribution, and is keen to come back for the next one. That's always a very good sign.

In July we issued an RFP for researchers to investigate and analyse broadcast services for Pacific audiences in New Zealand: how services and programming have developed to this point; how the various audiences are being served; and viable options for the future. The successful tender was a joint proposal from three specialist consultancies: Tim Thorpe Consulting Ltd, Catalyst Pacific Ltd, and SDL Consultancy. These three consultancies bring together good expertise and knowledge of various Pacific communities, policy analysis, and broadcasting outputs. Their report will be completed in early 2012.
Behind the scenes, we're continuing work on a project to enable electronic submission and processing of funding applications in a secure web environment. This has already been done for music: system design is underway now for television and radio programming applications. We expect to have this rolled out for the March 2012 meeting (deadline 27 January) and we'll have full details in our December newsletter. This will be a considerable cost saving for applicants as we won't be requiring eight couriered hard copies of each proposal - but, in return, we really will need your cover sheets and budgets to add up!

We received our first applications for Regional Television DSO Assistance at the October meeting. The scheme, which NZ On Air administers on behalf of the Crown, is designed to help regional broadcasters make the transition from analogue to digital broadcasting before 2013, when analogue broadcast must cease.
Funding was approved for Channel North in Whangarei, with conditional approval also granted for Mainland Television, subject to various further clarifications.
Further applications for Regional Television DSO Assistance will be considered at the March 2012 meeting of NZ On Air (deadline 27 January).
The Board approved $27,000 + GST to assist Sound Archives/Nga Taonga Korero with a backlog of work that had piled up as a result of the earthquakes in Christchurch. Thankfully most of the archive was undamaged and staff were unhurt in the shakes but there has been a major impact on archive operations.
This year the Association of Community Access Broadcasters' (ACAB) conference was held in (mostly) sunny Hawke's Bay. Keynote speakers included the President of the Community Broadcasting Association of Australia, Adrian Basso. Although the Australian situation is different to ours, Adrian's presentation sparked off lots of ideas for further exploration. As well as the differences, conference delegates picked up on the many similar issues faced by small community-focused radio stations operating in a competitive market. Current Chair of ACAB Mike Williams was re-elected for another year. Thanks go to David Teesdale and the Radio Kidnappers team for a splendid conference.

On 18 September we attended the opening of Fresh FM's new studios at Founders Heritage Park in Nelson. Fresh FM is a member of the access radio group of stations. The new premises are located in a park-like setting surrounded by historical buildings and exhibits. We considered over 50 applications at the October meeting and approved over $30m towards some 640 hours of content. Once again, there were more good applications than could be supported from available funding. This meeting was nominated for Children's, Special Interest and Arts/Culture programmes. The allocations made at this meeting mean that the Children's and Special Interest budgets for the current financial year are mostly expended.
Along with allocations in the nominated genres TV One drama Nothing Trivial was supported for a second series after a fine debut season; and the successful Friday night comedy series 7 Days was supported for a fourth series on TV3.

Children's We supported twelve Children's programmes with funding of just over $14m. They included a good mix of returning series and new programmes. Old favourites coming back next year are What Now, The Erin Simpson Show, I Am TV and Let's Get Inventin' for TV2; and Sticky TV for FOUR. Second series were also supported for successful pre-school series Tiki Tour and popular factual entertainment series Operation Hero, both for TV2. |

Arts/Culture
Arts/Culture projects supported at this meeting include coverage of the Vodafone NZ Music Awards 2011 for FOUR and ASB Polyfest for TV2. ANZAC Day 2012 will be marked by the ANZAC Day National Commemorative Service on TV One plus the ANZAC Day Dawn Service on Māori Television. A new primetime series, Showtime, was also supported for TV One - this series, to be made by Greenstone TV, will explore the world of two amateur dramatic societies, one urban and one rural.

Special Interest We supported several successful Special Interest series to return next year including Praise Be, Rural Delivery and Tagata Pasifika for TV One. Fresh, the series pitched at Pacific youth, will also return to TV2 along with mental health series The Nutters' Club on Māori Television. See our press release here.

Community Diversity Series
We received six applications in response to the request for proposals for a new Community Diversity series to reflect the growing ethnic and cultural diversity of New Zealand. There were several strong candidates supported by a number of channels. Neighbourhood, to be made by Satellite Media for TV One, was selected as offering an interesting new take on presenting community diversity. The series will profile 35 different geographical communities with a different presenter each week revealing their neighbourhood and its varied denizens.
We greenlit drama project Harry at this round. This tightly-plotted 6 x 1 hour series featuring Oscar Kightley as detective Harry Angelsea will be made by Desert Road for primetime on TV3. This allocation means that Platinum drama production funding for the current year has been fully utilised.
The request for proposals for the two Platinum Historical Docu-Dramas supported at the August meeting has been released with submissions due on Friday 25 November. See here for details.
As noted above, we are transitioning towards an online application process which is planned to be in place for the March meeting. As an interim step for the upcoming December meeting we will only require a single copy of each application. Ideally this should be emailed as a single Word or PDF document that will include all attachments i.e. Application Cover Sheet; Budget Summary Sheet; Proposal and Full Budget. We are now three months into the new Making Tracks music funding scheme.
So far, we have taken in 398 applications for funding to record a song and make a music video across three funding rounds and we have funded 98 projects - 38 for recording and video and 60 for video only.
We have budgeted to fund at least 25 projects in each of the ten monthly funding rounds in 2011-2012 but we are managing more than that because not every grant is for the full $10,000 that is available for recording and video combined. Some are video only. At the moment, we are averaging 30-35 projects per round. At this rate, we will fund 125+ recording projects and 325+ music videos by (30 June) year end.
That is two-and-a-half times more recording grants and about double the number of music videos compared with the previous funding regime.
Of the 98 grants made so far, 49 have been selected by an independent panel of broadcasters and music people with mainstream broadcast platforms in mind and 49 for alternative platforms. We are aiming for a 60:40 mainstream : alternative split by year end.
The changes to the NZ On Air music funding schemes earlier this year were intended to mix things up a bit.
Over the last 20 years, our main music mission has been to infiltrate commercial radio and that has resulted in an emphasis on mainstream commercial music. In the Making Tracks era, we will continue to fund music for commercial radio audiences but we will balance that with more investment in alternative music. Diversity is now the name of our game.
So over these first three Making Tracks funding rounds, we have mixed things up a bit. We have embraced the new - like Ghost Wave, @Peace, Haunted Love, The Unfaithful Ways, Tiny Ruins, Sharpie Crows, Pikachunes, T54 and Wilberforces - and the familiar - like The Feelers, Midnight Youth, Gin Wigmore, Tiki Taane, Dane Rumble, Kimbra and Ladi6. That mix of the commercial and the alternative illustrates the diversity that we are after with the Making Tracks funding model.

The biggest New Zealand song on New Zealand radio at the moment is Don't Forget Your Roots by the Dunedin band, Six60. The band's debut single, Rise Up, and this latest chart-topper were both funded via NZ On Air's former New Recording Artist Scheme. Six60 is one of the year's big music success stories with nominations for two Tuis at this year's Vodafone NZ Music Awards.

It is the music awards season. In the last two months, we have had the Waiata Maori Music Awards, the APRA Silver Scroll, the Smokefree RockQuest, the Smokefree Pacifica Beats and the Gravity Critics Choice Prize. Next month it is the big one: the Vodafone NZ Music Awards.
Stan Walker won the NZ On Air Radio Airplay Award at the Waiata Maori Music Awards in September for his song, Choose You, and Tiki Taane and Anna Coddington both won awards for their NZ On Air-funded albums.
The 2011 APRA Silver Scroll went to Avalanche City for his song Love Love Love which is also an NZ On Air-backed project via the music video scheme and the international programme.
The Peasants from Garin College in Nelson won the 2011 Smokefree RockQuest and RubberBand from Manurewa High School won the Smokefree Pacifica Beats. Both bands win NZ On Air recording and music video funding as part of their prize package.
And on 6 October, the second Gravity Critics Choice Prize was held. The Critics Choice Prize was set up by the Recording Industry Association to identify a new artist that has the potential to be a Tui Award winner down the track. Three finalists were selected - The Unfaithful Ways, Popstrangers and Kimbra - and Kimbra was the winner.

NZ On Air has had a long association with Kimbra, going back to 2005 when she was still at Hillcrest High in Hamilton. We funded two songs - Deep For You and Simply On My Lips - through the New Recording Artist scheme. Since then, Kimbra has gone on to deliver a Top Five album on both sides of the Tasman and, with Gotye, is currently camped at the top of the New Zealand and Australian Singles Charts.

The Vodafone NZ Music Awards should also be a big night for NZ On Air. Of the 48 finalists' berths for the major awards, 44 are NZ On Air-supported artists. NZ On Air sponsors the Best Music Video award (which will be a contest between the videos for The Naked & Famous' Punching In A Dream, Ladi6's Like Water and Zowie's Broken Machine) and the Radio Airplay Award.
The NZ On Air Annual Report is out soon but in the meantime, here's a different way of enjoying the music funding stats!
Gareth Bradley used the NZ On Air music funding history as the basis of his entry in the second annual Great NZ Remix & Mashup Competition run by Digital NZ in association with the National Library. The competition "challenges people to build something completely new by reusing existing New Zealand digital content and data".
Gareth won the award for Outstanding Data Mashup with his clever Vinyl Lionel site that provides a "handy visualisation of New Zealand's music video legacy on digital turf" and meshes artist funding stats with You Tube stats and Facebook stats - http://www.vinyl-lionel.co.nz/
