The Public Broadcasting Fee, the sole source of NZ On Air funding for the previous eleven years, was abolished in July 2000.
Until then, New Zealand had had a licence fee/Public Broadcasting Fee in some form since 1923.
When NZ On Air was established in 1989, it was made responsible for collecting the Fee, and using that money to fund the range of broadcasting services NZ On Air was set up to provide.
During the time the Fee was in place, it contributed to the production and broadcast of nearly 10,000 hours of locally-made television programmes.
The Fee also funded radio, archiving, Te Māngai Pāho and Teletext, transmission coverage, New Zealand music, and special interest programmes.
NZ On Air succeeded in raising compliance levels from 74% to around 94% of potential Fee payers over the decade. Close to $100 million was collected annually from more than a million Fee-paying households.
NZ On Air is now funded by the Government, but in fairness to the majority of the public who have made their final Fee payment, collection of outstanding debt is still continuing, as long as it remains cost-effective to do so.
